It appears that Hiera backend testing is feasible, the offical backends in Hiera have some decent specs:
https://github.com/puppetlabs/hiera/tree/master/spec/unit/backend

Adding some robust specs and running them in Travis CI would be a huge step forward for the stability of this project.
