The intent of this endpoint is to assemble a list of outstanding issues with a workspace: e.g. devices with missing location, no reports or failing reports, hardware mismatches etc. Resurrect it with a sane json response schema.

(code archaeology: this was in lib/Conch/Controller/WorkspaceProblem.pm.)

remove unused /workspace/:id/problem endpoint

This is not going to happen as workspaces are due to be removed ASAP. However, a similar endpoint oriented around builds could be useful. Needs spec.
