The _locale folder is a leftover artifact from an earlier version. It hasn't been updated and English strings have been inlined since then.

This PR is to get back to doing i18n properly.

TODO

Extract new inlined English strings to _locales/en/messages.json
Use chrome.i18n.getMessage to access all strings

Details are outlined in https://developer.chrome.com/extensions/i18n.
