The text service simulator works. I can issue a text utterance and receive a response. However after uploading a new zip to Lambda with my unique AppID, Alexa does not recognize my voice command. I can see the skill in my Alexa dashboard. And the card that shows up in Alexa indicates that it heard and parsed my speech correctly.

Any ideas about why it doesn't recognize my utterance?

Depends where you're based. ive just found that if you Echo/Dot is UK or German, but your skill is in English (US), then it wont work. Also, if you try English (UK) like myself, the utterances need modifying. Working through that myself now.
