Prevent video from starting with bad quality?

I have many short HLS Videos, each around 15 sec. long. When I play a video it always starts with poor quality at first. After a few seconds, the quality improves.

The problem is, my videos are looping and it seems to cache the bad quality. Thus each video starts with the first ~10 seconds being of bad quality, then ~5 seconds of good quality, then it loops again with the bad quality.

It does not seem to make a difference when I select a better quality (it's "Auto" on default) with the controls.

Is it possible to prevent a Video from loading in low quality?
