Add HTTP to HTTPS Redirect

Currently if you enable SSL support and try to access the UI via just the IP address or domain name, the browser will try to open the connection using HTTP which will error out. Pretty much all other applications out there do a redirect from HTTP to HTTPS when SSL is enabled so that users don't have to explicitly type https:// before the IP or domain name. It would be great if Flood could do the same.

Just wanted to add more details. Apparently this redirection on the same port from HTTP to HTTPS is done via HTTP error code 497.
