Add friendly ephemeral message when channel response denied

The Jira integration for Slack sends an ephemeral message to a Slack user when the response can't be posted in a channel. As of this post, KudoChest just falls back to DM in that situation. To trigger, go to a private channel where the bot is not present and give kudos using /kudos.
