SubteamSyncWorker duplicate ID

Ideas:
(1) We are getting rapid-fire update events on the same subteam, and multiple workers are colliding (if so, why isn't unique jobs working?)
(2) Error in logic producing dupes (very unlikely)

We might just want to loop through each member and update/rescue individually. Less efficient but will result in correct state theoretically.
