error at plt.scatter, seems to be mistake at parameter "c"

Hi
When i run the first command “softmax”, error appears as follows:
"ValueError: 'c' argument has 200 elements, which is not acceptable for use with 'x' with size 200, 'y' with size 200."
I tried somthing, but can't solve it, can you give me some advice?
tensorflow + python 3.6
