TIME parameter addition

In order to allow for time filtering of the results an optional TIME parameter has been added to the specification.

Some clarifications/checks on the current text are needed:

• in the abstract
• in §2.1 where its optional behaviour is introduced
• §2.1.4: where TIME is properly defined (compatible to SIAv2 and SODA)
• in §5/§5.1.5 within ConeSearch capabilities description
  • this has an attachment to registering and filtering TIME-aware services

The above are already in the document.
This branch on my repo fork simply removed the TODOs related to them, i.e. questions to check and review the content.

That is, this issue could be closed while the document progresses without a specific branch attached to it.

Do we need some way of limiting the time span, equivalent to search radius in a position query?
