Daylight savings time makes plugin inconsistent on the switch day #309

Describe the bug
It was 12:46pm when I took this screenshot. The timeline is showing the time as being around 1:46pm. I set a task for right now and the task instead assigned itself for 11:46.
Everywhere else on obsidian, the time is reporting properly. I'm using Windows 10 and my time and date automatically updates. I'm using 24 hour time format in Windows if that makes any difference.

To Reproduce
Steps to reproduce the behavior:

  1. Restart obsidian after Daylight Savings Time has ended
  2. Open timeline view and notice that the yellow line is in the wrong place
  3. Create a task for current time
  4. Task is on timeline an hour too soon

Expected behavior
I expected a task created for right now to show at the current time. I also expected the yellow line that's supposed to signify what time it is currently to show the current time.

I am also experiencing this issue on v0.15.3

Does not appear to be affecting any days after Sunday, Nov 5th.

Also experiencing something similar, reposting comment on #215 #215 (comment) :

Some states in Australia observe Daylight Saving, and today the clock moved forward an hour. All was working fine until today, when I woke up to my timeline looking like this:

See how the current time indicator line and the gutter to the left is correct (it's currently 1pm) but the task is put an hour ahead at 2pm, even though you can see on the task it's marked for 1pm.

Restarted the app multiple times thinking maybe there were some quirks with how the plugin syncs its timezone, but unfortunately the problem is still there.

This kept troubling me until I restarted Obsidian. Maybe the timeline is set up at plugin initialisation and things go wrong if DST is changed while Obsidian is running?
