The traffic flow, congestion and average speed sensors only cover a small area around the Metro Centre, so can't be used for calibration of the car counts.

Have you seen https://github.com/p379572102/Dissertation which is my student's dissertation on estimating traffic on roads from count data. No documentation with the code but I can share the dissertation pdf if of interest.
