Registration of instances ignores agent registration timeout

Hi,
we are experiencing issues with agent registration - although the setting of the registration timeout is 10 minutes new agents are being registered after 2 minutes - we can't figure out why it is happening (agents does not show any signs of trouble):

This is happening for cca 30% of the runs (for 40 concurrent agents)

Please does anyone have any idea why and how to fix it?
