Selecting a restricted community after filling record metadata wipes fields

Describe the bug

If depositor fills out some field first and then selects a restricted community on the deposit page, the content of the fields is wiped out, requiring them to re-enter them. Selecting a public community doesn't wipe the fields.

Steps to Reproduce

1. Go to /uploads/new
2. Fill out some fields
3. Select a restricted community
4. Observe fields being reset

Expected behavior

Selecting a restricted community shouldn't wipe the content of the fields. It should work just like selecting a public community.
