Can we consider disabling the version-in-NEWS check when only the devel (ie fourth) component of the version number is bumped?

I like to bump the devel version whenever a bug is fixed, but having an individual NEWS.md entry for every single bug doesn't seem to be the right thing (and if you don't the commit reads as a CICD failure)

Thoughts?

This can definitely be added as an opt-in feature, no qualms there.
