[ENHANCEMENT] Release conventions

Please elaborate here on the enhancement request.
Nothing about release management has been added, i.e. minimal conventions on preparing a release of an individual software product.

Describe the solution you'd like
Practical (very practical) description of tagging wrt release candidates, etc. Align and link with the existing Code Workflow practices.

this is a good question because the title is "Software Quality Assurance Baseline" and this issue is
"SW release, management, support", it may beg the question if we should produce another document and somehow link/cross-reference both

Hi @mariojmdavid, thanks for the input. SQA covers release management as well so we could safely add this in the same document.

To start writing some recommendations, we could profit from the experiences we had so far like the RC tagging issues (preview testing) discussed for the DEEP-1 release.
