The difference in the allowable attribute values for VERDAT on M_SDAT, M_VDAT (or in the dataset VDAT parameter field) is the addition of value 44 in S-101 (Baltic sea chart datum 2000). Hence, for any S-57 ENC that conforms to check 2000, 1504b and 1510b, the conversion of these attributes or parameter field will be performed automatically, and I see no need to state that all other values are prohibited in S-101.
I would be in favour of simplifying the guidance in clauses 2.1.2 and 2.1.3 by removing tables 2-1 and 2-2 and their associated paragraphs above and below.
