FC: all textPattern constraints are invalid

The textPattern constraint supposedly specifies a (XSD schema style) regex, but the current FC contents for these items have been copied verbatim from the DCEG "format" field. All populated values need to be updated.

There are tools which can be used to help test and create regex expressions.

Update to note that in the edition 1.4.1 Feature Catalogue all text patterns have been removed. Although this addresses the issue posed as there are no invalid ones these now need to be replaced with valid expressions.

I propose that this is passed to the validation sub group for coordination as the textPatterns are a form of validation?
