WLA : "overlaps"

We need to tidy up the language in S-98 Annex C in regards to how it describes "overlaps" between S-102 and S-104. It probably needs to be more specific as the overlap is where there is data, rather than where there is coverage. As long as each S-102 point is overlapped by the extent of an S-104 point the algorithm can be executed and the language needs to reflect this. This has been brought up in comments but also in meeting discussions too.
