Format random.cabal with cabal format

I don't consider any inconsistency in formatting to be a mistake, especially in cabal file. Putting such check in a CI would be a mistake, because this would require every future contributor to have cabal installed and make them use it. So yes, I also think it would be an overkill.

I am definitely not against pretty and consistent formatting, so an occasional cabal format, maybe before each release, would certainly be a good thing to do.
