R library for SAG UpdateRLibrary for SAG

The R Library needs an update in SAG dues to the recent update to DATSU and SAG webservices

Issues:
a) Make sure that we move all services in R from xml to JSON
b) Can't upload anonymous files anymore (cyberattack , changes in DATSU)
d) Removing stock status table service (table no longer needed) and YPR things etc.

On this we will also try to draw more attention to the package on the website so we will add link to github on SAG landing page too.

Actions:

• Add link to R package github on SAG landing page
• Test functions in the R SAG library
• Launch the new R SAG library
