Link SAG with AIMS #251

Currently the files uploaded to SAG are only in the sessions of DATSU.

We will now link SAG wiht AIMS, so every time a user uploads a file to SAG it will be register in AIMS.

The key should be:
AssessmentYear
StockCode

Optional:
The file can be uploaded to AIMS in the submission, and using the new resource of AIMS that will upload the file to the cloud.
