What is the current behavior?
当前对于 runtime.json 中的依赖文件是串行加载的，fetch eval fetch eval ... 交替进行，希望能够尽量通过 Promise.all 的方式并行加载资源，按顺序解析资源。目前对于 微模块的主资源采用的就是这个方式。同时 css 资源可以通过 prefetch 的的方式提前获取，后置挂载。
