Blocking HUGO v0.123.7 bug: Section page resource not published if resource filename partially matches content file name

the HUGO version we currently use is affected by a bug that has been fixed in v0.123.8:

I have been able to confirm the fix and the commit with git bisect

this currently blocks #81 because the image associated with unitedctf.md is named unitedctf-logo.png and isn't built so doesn't render:

bump hugo to at least v0.127.8

rename the image not to match the unitedctf.md name
