It would be cool to have the 🇫🇷 flag in the title when the article is not available in English

indeed it would be nice!
currently we still define a tag for FR articles: https://iscsc.fr/tags/fr/ but this seems better!

I'll probably implement it in #43
and maybe enforce it with #65
