Change "Genbank/Fasta from URL" to "Local Files" once downloaded to prevent redownloads. #306

Example: We have genbank files from FreeGenes collections that needed to be modified because of issues cited in #278. Since these modified versions are now local versions in the package directory, it will cause issues if these modified versions were unintentionally deleted, and then the unmodified/incorrect genbank files were redownloaded.

Since there isn't a tool or repository to update and sync modifications made to these, for the time being it makes the most sense to set the Data Source to Local Sequence File and the ID to the local file name, instead of the X from URL and the URL, respectively.

- Testing to make sure it doesn't break anything first
- Not all genbank files were downloaded for this collection, some are entered as sequences: Data Source left blank, ID left as URL

Not addressed here, is imports from out sources (like the Registry) where the sequence may change by the user.
