We have #174 for the mechanics of adding packages, but we also need somewhere that is a reference point for the guidelines for design of DNA packages. E.g. requirements for assembly standards, length of parts, criteria for inclusion in the distribution etc.

This is definitely essential for helping outside folks contribute to the distribution.
