When removing users from a Publisher group via the Hypothesis admin pages you can not remove more than one user at a time

The problem
Changes to the memberships of Publisher groups may be given to the Support team in bulk. See: https://app.hubspot.com/contacts/6291320/record/0-5/17925937991.

While multiple users may be added to a group, trying to remove multiple users in one go, or removing a single user and adding one or more users, and then clicking "save", will not remove the users. This results in having to remove a list of users one user at a time, save, remove another, etc.

The solution
Allow for the removal of more than one user at a time between Saves using the Publisher Group interface in the Hypothesis admin pages.

Actually the above problem is weirder than described. Sometimes removing a single user isn't working either. I'm going to investigate more before putting this on the eng board.
