Is this a regression?

Yes

Description

The default configuration in application.conf defaults the POLLUX_STATUS_LIST_REGISTRY_PUBLIC_URL variable to localhost, instead we should default it to REST_SERVICE_URL which is the agent itself

Please provide the exception or error you saw

If the variable is not set the revocation registry url returns `localhost:8085`

Please provide the environment you discovered this bug in
