Especially when there are only two layers, it is difficult to drag the second tile to the top

Having trouble finding what is causing this. Appears to be an issue with the ui-sortable library, but cannot seem to track it down.

It's probably okay, since I didn't find it happening consistently. Something to watch out for though.
