It's not using Twitter official API so you don't need to pay for it. It uses the API key that every user get when they connect to the website.
Make sure to watch the tutorial and read the Filtering options part.

It looks likes the purpose of your linked tool is to delete your own tweets. Correct? The purpose of the Twayback was to uncover Tweets that had been deleted. Am I missing something @Lyfhael ?
