As I understand it the official 19139/19115 schemas are now hosted at http://standards.iso.org/ittf/PubliclyAvailableStandards/ISO_19139_Schemas/ (e.g. http://standards.iso.org/ittf/PubliclyAvailableStandards/ISO_19139_Schemas/gmd/gmd.xsd). I believe this is (roughly?) equivalent to the version at http://schemas.opengis.net/iso/19139/20070417/, but it would be nice to have an ogc-schemas artifact based on the authoritative version of the schemas.
