Extract rights cheatsheet to new template

Each project main form template in cgi/partial has its own duplicate attr/reason pop-up cheatsheet. All of these should be extracted to a single template. The content of many of these is empty since we have our own human-readable description. Ask Kristina about what to do with those that don't have a description: default to attr.dscr / reason.dscr or fill in those that are missing?
