The hsec-tool seems to parse the parse the declaration field but it does not export the field to OSV.
Then what about scanners, how could they check if an affected declaration is used, e.g. can .hie works?

@TristanCacqueray there's no standard way to represent it in OSV. But when it comes to Haskell-specific scanner tools, we'll have to export it one way or another. I suggest to wait and find out what the tools want/expect.
