Problem description

User cannot restore the data

Step to reproduce

Steps to reproduce the behaviour:

  1. Create SR with new hedera key (it's important to generate new one! )
  2. Import and publish any policy. Small one is better, iRec4 for example.
  3. Reset the database.
  4. Try to restore the last SR.

Expected behaviour

User should be able to restore the last SR

Actual behaviour

Process stucks on the Load topics
