Als Nutzer der App möchte ich, dass falls es keine aktuellen Occupancy-Reports gibt, dass die Occupancy auf historischen Daten basiert.

Dies hat den Vorteil, dass es mehr und genauere Occupancy-Reports gibt und die App somit gefüllter aussieht.
