Missing Report Functionality

I would like to activate the Missing Report page for this project

Describe the solution you'd like...
I will make a Schema for the missing report and will design UI to get those informations.

The user will enter the complete information of the missing person and we can add it in our database.

Additional context

I am contributor at gssoc'22

I am unable to setup project locally.
What I did is:
forked
cloned
cd e-bureau
npm i
npm run dev

after this I am getting nothing on port 3000
Can you please help me with this?
