Super-Admin and/or Default Users

As a Habitat On-Prem Depot manager I have no idea when users create new origins.

I would like the ability to include one or more users by default into a new origin for CI/CD and/or audit purposes...or at least a superuser which can see all origins who could then invite the necessary users into the origin.

@fifthecho I think this belongs in the builder repo. On prem essentially just handles an installation of builder.
