as @syphyr pointed out in Orbot's issue tracker the new release will not work with Orbot's tor api due to a bug in core tor guardianproject/orbot#1195
This commit, which is not in the tor-0.4.8.13 release fixes it. It was merged into maint-0.4.8

Since we're trying to get a new release of Orbot out soon, can you please update to tor 0.4.8.13 but instead of basing it on the tag tor-0.4.8.13 like you'd normally do, could you base it off this commit hash 4759350b9a020d735506479e2d51c76d38566017
