Add e-mail notifications to messages and replies #54

Users should receive e-mails when they get messages or replies that concern them. That is, either for them or units for which they are chair.

Steps:

Add SMTP configuration to config.
Add functions to send e-mail based on it.
Call these functions in key places of the code.

Depends on #53.
