Copyright Infringement?

I found a GitHub repository that includes MC's source code (https://github.com/popnob/ooptest/tree/master/mcp62/src/minecraft/net/minecraft/src)

I don't know where to report this copyright infringement, where should I report this?

This rule is like "no putting optifine in modified clients without permission". It is not allowed make the MC source public, but the rule is poorly enforced, and people post the MC source code without getting caught because nobody is going to go through all the repositories looking for the infringing code.
