Let superadmins delete users

Currently, only a user themself is allowed to delete their account.

Describe the solution you would like

As a self-hosted instance superadmin, I would like to be able to delete users.

I imagine #1199 will probably help with this ?

• SCIM users endpoint #1199: This PR allows superadmins list and delete other user accounts

Although it requires to have enabled the SCIM endpoints. Not entirely a fix for this issue.

I imagine #1199 will probably help with this ?
