"tsh proxy app" new connections fail

When the certificates used by tsh proxy app expires, new connections are not able to be established even when the command (or local proxy) is still running.

This results in long running workloads facing issue when connecting to applications via this local proxy.

Can Teleport be configured :

1. to allow new connections to be able to connect via the local proxy, when the proxy command is still running, even if the application certificate has expired?
2. to create new set of application certification, and have the proxy load the updated certificates without terminating any existing connections to the local proxy?
