Website does not load offline in iOS 12 #35

The offline feature is not working properly under iOS 12.0.1. It could be iOS 12's issue though. Steps to reproduce:

With network connection, open Safari, load "https://voice-memos.appspot.com/". Webpage says "App ready for offline use." as expected.
close the voice-memos website tab in Safari.
touch home button to put Safari in the background
disable both wifi and cellular networks on iPhone from the control center
open Safari and open the voice-memos website - the site does not load. It says:

"Safari cannot open the page. The error was: 'FetchEvent.respondWith rceived an error: Returned response is null.'"

Expected behavior: website should load in step 5 above.
