Include information about how the open source PDKs are versioned #8

It would be good for this repository to document how we are versioning the open source PDKs.

The SkyWater PDK documents the version number information at https://skywater-pdk.readthedocs.io/en/main/versioning.html#version-number-format

Goal is to include common information about open source PDKs into the
GF180MCU PDK documentation. This includes;
 * File naming information -
   google/open-source-pdks#7
 * Versioning scheme -
   google/open-source-pdks#8
 * Other open source PDKs that exist.

@mithro I think this issue should be closed as it's already merged with requested fixes.
