Additionally to implicit locking embedded in particular 3rd-party steps, let's have explicit locking too.

Something like

Given "foo", "bar::baz" are accessed exclusively by this scenario

This would block to acquire all the listed scenario locks and prevent other (competing) scenarios from conflicts.
