This should help to move from the VOLK git submodule to standalone VOLK.
We already had a discuss on how to do this but I don't recall the details of what came out of the discussion.
I would prefer using the Linux distribution binaries wherever possible. This would lock GNU Radio to the lastest available VOLK on the distribution in question. This might suffice for GNU Radio 3.8/3.7 for master I could think of building the latest VOLK release into the docker image.
