An error occurred during send TCP : Connection timed out

Hi,
I am developing an application in python - flask that uses snap7 to read some data from plc.
When starting the application I always encounter this error : "An error occurred during send TCP : Connection timed out" which causes the execution to terminate with an exception.
I've gone around the different forums and tried the different techniques but nothing has led me to solve the problem.
Has anyone solved the problem differently?
The connection is in vpn.

what is your setup?
have you checked your setup (IP Addresses, Racknumber, Slotnumber)?
What is your code?

Since you mentioned VPN: Have you checked, that your network connection is using the right network? What does Wireshark says?

"The first byte of the destination TSAP codes the communication type (1=PG, 2=OP)" -- to be honest, I don't know what PG and OP means...

Pinging says, that you got a connection via IP to your PLC. This is good, since you are at the same network.

_port has to be the Port, where the PLC receives S7comm telegrams. 102 is the standard one. Is this the case?

What device do you have?

Plc model?
If you have the tia portal or simatic 7 you should check the rack and slot of the CPU and use those for the client.connect
