Implement server automation features similar to CSMM

Implement server automation features in Takaro similar to those available in CSMM, such as command rotations and timed events. This will enhance the functionality and user experience for server administrators.

Requirements/use-cases

• Users should be able to set up automated messages that rotate at specified intervals (e.g., every 45 minutes)
• Implement the ability to schedule and automate server events, such as spawning hordes at regular intervals
• Allow users to create custom command rotations that trigger at specific times
• Provide a user-friendly interface for setting up and managing these automation features
