[FEATURE REQUEST] Global time range variable in HEMCO_Config.rc

In HEMCO_Config.rc, it would be more convenient to be able to edit the time range for each inventory in the Extension Switches section (Maybe another column for time range, by year?) instead of scrolling down and editing multiple lines of code for each inventory. Sometimes inventory files are more recent than what the time range suggests in HEMCO_Config.rc file, but users may forget to edit the time range because that information is buried in the file.
